Français Need for Speed: Undercover reprend ce qui a fait le succès de la série depuis les versions "tuning", et peut être rapproché de Need for Speed: Most Wanted (2005) Need for Speed: Carbon (2006) et Need for Speed: ProStreet (2007). Le jeu reste sur le principe des poursuites de police et aussi de la possibilité à détruire des éléments du décor en fonçant dedans comme Most Wanted et Carbon.

Le joueur est placé dans l'histoire comme un agent du FBI, qui va s'infiltrer dans le réseau criminel de Tri-City, une baie fictive où le jeu est basé. Il travaille dans le plus grand secret, à un tel point que même la police locale ne connaîtra pas sa véritable identité. En roulant à des vitesses excessives, il doit faire ses preuves, laissé à lui-même, faire de nombreux "jobs" et participer à des courses.
